UK Policy and Standards Expert
Job Purpose:

We are seeking a Policy and Standards Expert to help safeguard and enhance the safety of a major rail infrastructure system. In this role, you will monitor and interpret changes in UK and European safety regulations, ensuring they are effectively embedded into the Safety Management System (SMS).
You will lead the coordination of internal safety standards, keeping documentation accurate, consistent, and compliant. You’ll also drive continuous improvement by identifying and recommending enhancements to safety practices.
A key part of the role involves applying ISO 45001 principles across relevant processes and representing the organisation in external safety forums and working groups, including the "Rules and Procedures" Interface Group, to ensure alignment across operational standards.
Requirements:
*Monitor and interpret changes in UK and European rail safety regulations, ensuring timely integration into the Safety Management System (SMS).
*Maintain a comprehensive register of applicable safety regulations and ensure internal standards remain compliant and up to date.
*Represent the organisation in external working groups and regulatory forums (e.g. Department for Transport, ORR, EPSF, RSSB), advocating for its interests.
*Analyse safety events, audit findings, and compliance assessments to identify regulatory impacts and recommend improvements.
*Communicate regulatory changes to the Technical Rail Authority (TRA) for incorporation into operational and technical standards.
*Provide expert advice to the Technical Assurance Panel and other internal stakeholders on regulatory matters.
*Support the "Rules & Procedures" Interface Group, ensuring alignment of safety documentation across adjacent infrastructure managers and railway operators.
*Lead the review and update of high-level, non-technical safety standards documentation.
*Advise on regulatory aspects of safety-related organisational or system changes, ensuring compliance with change management processes.
*Operate effectively in a bilingual, binational environment, collaborating with international stakeholders.
Qualifications and Experience:
*Degree-level qualification (Level 6 or equivalent) in a safety-related discipline
*NEBOSH General Certificate in Occupational Health and Safety
*Experience in railway operations is an advantage
*Strong understanding of rail infrastructure systems and organisational structures
*Demonstrable experience in drafting safety and/or railway regulations
*Working knowledge of ISO 45001
*High level of digital proficiency, particularly with Microsoft 365, and the ability to quickly adapt to new systems
*Familiarity with GED (Electronic Document Management) systems
*Good understanding of operational regulations relevant to Concession, Railway Undertakings, and adjacent Infrastructure Managers
*Full professional fluency in either French or English, with the ability to confidently communicate, lead technical discussions and produce documentation in both languages.
Salary: Negotiable depending on experience.
Hours: Monday – Friday, 37.5 hours per week.
