Job Description:
Procurement Policy & Governance Lead
Role Purpose
Lead the development and implementation of procurement policies, governance frameworks, and strategies to ensure compliance with legislation and best practice. Act as a key advisor to senior stakeholders, driving innovation, savings, and social value through procurement activities.
Key Responsibilities
*Interpret legislation and national policy, translating into local policies and effective practices.
*Provide expert advice on procurement governance, policy, and strategy to senior stakeholders and internal teams.
*Develop and maintain robust procurement policies, Contract Standing Orders, and associated guidance.
*Support category managers and officers in embedding policy objectives such as social value and sustainability.
*Conduct market analysis to inform procurement strategies and maintain commercial insight.
*Ensure compliance with transparency and regulatory requirements, including publication of contract data.
*Lead initiatives to improve procurement outcomes and deliver organisational priorities.
*Provide training and guidance to staff and stakeholders on procurement and commercial issues.
*Deputise for the Head of Commercial Services when required.
Skills & Experience
*Strong knowledge of procurement legislation, governance, and best practice.
*Ability to influence and advise senior stakeholders effectively.
*Excellent relationship management and leadership skills.
*Commercial acumen and experience in policy development.
*Analytical skills for market research and strategic decision-making.
