** Any public sector procurement category experience will be considered **
Job Purpose:
Leading, directing and co-ordinating a programme of sourcing activity and ensuring effective contract and supplier relationship management to maximise value for money and deliver targeted savings across the assigned categories / sub-categories. Providing advice and guidance to support the framework members, category team members and Service Area staff with respect to procurement procedures and processes.
Duties and Responsibilities:
• Delivering targeted savings and improved value for money
• Developing category plans and sourcing strategies and drive associated change management initiatives
• Ensuring specifications and contracts are in place that deliver the Council’s strategic objectives and which support Service Area service delivery
• Ensuring contract and supplier management, commensurate with value and risk, are in place across the category group
• Developing procurement and category knowledge to effectively support the delivery of category management across the organisation. Ensuring a high degree of skills transfer is built into the category management through knowledge sharing and skills development
• Supporting Service Areas in implementing key activities within the approved strategic sourcing solution
• Ensuring the completeness, accuracy and timeliness of tender and contract documentation within assigned categories
Job Specific Requirements:
1. Ensuring the completeness, accuracy and timeliness of tender and contract documentation within assigned categories. 2. Ensuring contract and supplier management, commensurate with value and risk, are in place across the category group to agreed and defined standards.
3. Ensuring specifications and contracts are in place which deliver the organisations strategic objectives and which support Directorates service delivery.
4. Supporting the development of category plans and sourcing strategies and the delivery of associated change management initiatives.
5. Ensure co-ordination of activity and knowledge sharing across categories.
6. Engage and build relationships with Directorate managers, collaborating in strategic reviews of individual categories, building trust and confidence in the procurement function and the category management approach.
7. Develop and promote innovation and continuous improvement.
8. Develop an understanding of business requirements and market intelligence for the assigned categories.
9. Design and deliver training as required, on any new or existing procurement processes in order to enable them to become intelligent buyers/customers.
10. Lead on cross-category knowledge sharing initiatives both internally and with other public sector organisations in order to establish best practice and develop the Procurement function for the future.
