Job Description:
Are you an accomplished pre-construction leader ready to shape the future of water infrastructure? We are seeking a Head of Pre-Construction for a pivotal role on a 5+ year, £600M framework programme, delivering both clean and wastewater projects for a major regulated utility in the South of England.

The Opportunity

This is a rare chance to join the senior leadership team of a strategic delivery partner, driving efficient and innovative pre-construction across a diverse portfolio. You’ll be accountable for leading design, procurement, and proposals through early project stages, ensuring affordable, high-quality solutions that align with ambitious programme goals.
Key Responsibilities
*Lead and inspire multidisciplinary teams across design, procurement, and proposals, ensuring performance meets the needs of a major water framework.
*Oversee the delivery of feasibility, outline, and detailed design stages, embedding best practice and collaborative working.
*Act as the key conduit between pre-construction and project management, setting up each project for successful delivery.
*Drive the Collaborative Target Cost agreement process, ensuring submissions are complete, robust, and to a high standard.
*Facilitate effective communication and collaboration with client stakeholders, operational teams, and the wider leadership group.
*Champion diversity, inclusion, and wellbeing, fostering a culture where all voices are valued.

About You
*Demonstrable senior leadership experience in pre-construction within the water industry.
*Proven ability to interpret client requirements and deliver outstanding project solutions that meet technical, quality, budget, and sustainability targets.
*Strong knowledge of NEC contracting and bid coordination.
*Track record of work-winning across public and private sectors.
*Excellent stakeholder management, negotiation, and risk management skills.
*Collaborative, trusted, and focused, with a passion for developing teams and driving continuous improvement.
