Job Description:
An excellent opportunity has arisen for an experienced Building Services professional to lead and develop a Building Services function across a diverse residential and commercial property portfolio.
Reporting directly to the Director of Property, you will provide strategic and operational leadership to a multidisciplinary team including Surveyors, Engineers, Building Services Specialists, and Administrative staff. You will have responsibility for the delivery of Major Works, statutory compliance, procurement, and technical services, ensuring projects are delivered safely, cost-effectively, and to the highest professional standards.
This is a senior leadership role requiring strong technical expertise, commercial awareness, and the ability to engage effectively with internal teams, residents, consultants, and contractors.
Leadership & Team Management
*Lead, manage, and develop the Building Services Team, ensuring high levels of performance and professionalism.
*Monitor and review the performance of team members, consultants, and contractors.
*Support Residential Property Management teams to ensure services are delivered to the required standards.
Major Works & Capital Projects
*Act as the principal point of contact for all Major Works schemes across the property portfolio.
*Prepare and present Major Works proposals and supporting documentation to internal committees.
*Ensure Ten-Year CAPEX Plans are reviewed, updated, and implemented across the portfolio.
*Chair and attend regular Major Works review meetings to monitor progress and resolve issues.
*Work closely with senior property colleagues to ensure Major Works and flat refurbishment projects progress efficiently and on programme.
Procurement & Value for Money
*Lead procurement and tendering processes across residential and commercial portfolios.
*Manage contractor appointment and tender award processes.
*Ensure value for money and cost control across all Major Works and refurbishment projects.
*Monitor budgets, variations, and programme delivery, escalating risks and issues where appropriate.
Statutory Compliance & Health & Safety
*Oversee statutory compliance services including Gas Safety (CP12), Electrical Testing, Water Hygiene, and Asbestos Management.
*Ensure all inspections, reports, and certifications are current, compliant, and accurately recorded.
*Work closely with Health & Safety colleagues, particularly in relation to high-rise and complex buildings.
*Ensure compliance documentation, warranties, and certification are maintained on relevant IT systems.
Legal, Technical & Professional Support
*Provide technical advice, reports, and witness statements in support of tribunal or court proceedings.
*Attend hearings as required to represent the organisation.
*Escalate and report issues arising from Major Works, including disputes, variations, or resident concerns.
Resident & Stakeholder Engagement
*Support consultation processes for Major Works, including Section 20 requirements.
*Assist in responding to observations and queries during consultation periods.
*Attend resident or stakeholder meetings to provide project updates and ensure effective communication.
Insurance, Risk & Governance
*Liaise with insurance colleagues to ensure claims are managed professionally and in a timely manner.
*Provide senior management and board-level updates on project progress, risks, and emerging issues.
*Keep leadership informed of relevant industry and professional developments.
Additional Responsibilities
*Provide technical and construction support to property management teams.
*Undertake ad-hoc project work and professional advice as required by senior leadership.
*Support wider business objectives through proactive engagement and problem solving.
Emergency Call-Out
*Act as a senior point of contact for emergency situations outside of normal working hours.
*Approve emergency works to protect residents, assets, and operational continuity.
About You
You will be an experienced Building Services or Property professional with a strong background in Major Works delivery, statutory compliance, and team leadership. You will be commercially astute, technically confident, and comfortable operating at senior management level within a complex property environment spanning across - Property Management/Building Services Management/Asset Management / Capital Works/ Technical Property / Surveying Leadership
