Section 20 Consultation OfficerLocation: Farringdon (Hybrid working available)
Contract: 3-month contract with the possibility of extension

Aatom Recruitment is currently seeking an experienced Section 20 Consultation Officer to work on behalf of a local authority on an initial three-month contract, with the potential for extension.
The RoleReporting to the Section 20 Consultation Manager, you will be responsible for the accurate calculation and recovery of major works recharges to leaseholders. You will ensure the timely and compliant delivery of statutory Section 20 and Section 20B consultation processes, supporting both income maximisation and excellent customer service.
You will work closely with colleagues and stakeholders across the organisation to deliver high-quality consultation, engagement, and responses to written observations from leaseholders and other interested parties.
Key Responsibilities*Provide expert support on Section 20 matters to Property Management, Managing Agent Relationship teams, and other relevant stakeholders.
*Take full end-to-end responsibility for the management of Section 20 consultation processes for allocated schemes and contracts.
*Calculate and issue Section 20B Notices within statutory timeframes to maximise income recovery.
*Attend and contribute to resident and stakeholder meetings relating to consultation and delivery of major works.
*Supply accurate Section 20 consultation and invoicing information to support leaseholder, solicitor, and resale enquiries.
*Liaise with internal departments, external regulators, auditors, and other stakeholders to promote best practice, effective accounting, and information sharing.
*Provide clear, accurate advice to colleagues on Section 20 consultation, QLTAs, and major works recharges to support informed decision-making.
*Assist with the preparation of monthly, quarterly, and annual management and performance reports.
*Collate and calculate financial records relating to planned and programmed works, ensuring service charge demands comply with legislation.
*Contribute to the development and maintenance of good practice manuals, guidance notes, and resident communications.
*Prepare responses to queries, observations, and complaints from Members, MPs, the Housing Ombudsman, the Mayor’s Office, and other stakeholders.
*Support and deliver Section 20 dispensation applications and assist with legal proceedings, including attendance at Court or First-tier Tribunal (Property Chamber) hearings where required.
What We’re Looking ForExperience, Knowledge & Skills
*Strong working knowledge of service charge and major works legislation.
*Detailed understanding of Section 20 and Section 20B consultation requirements and their financial implications.
*Knowledge of the Landlord and Tenant Acts, relevant Statutory Instruments, and Regulations.
*Experience preparing annual property accounts and calculating major works charges.
*Excellent customer service skills with a proven ability to manage queries and complaints effectively.
*Confident communicator with strong written and verbal skills, able to engage with stakeholders at all levels.
*Ability to manage competing priorities, meet deadlines, and work on your own initiative.
*Strong problem-solving and time-management skills.
*High level of accuracy and ability to follow procedures and legal requirements.
*Good working knowledge of Microsoft Office and the ability to quickly learn new IT and CRM systems (ideally property-related).
