A Local Authority is seeking an experienced Finance Consultantto lead the redesign of its internal recharge process. The current methodology is overly complex and inefficient — in some cases, the cost of processing a recharge exceeds the value of the item itself. This role will be responsible for creating a streamlined, transparent, and compliant recharge framework.
Key Responsibilities*Review the existing recharge process and identify inefficiencies
*Redesign and simplify the recharge methodology across ring-fenced funds (HRA, Building Control, Land Charges, Licensing)
*Ensure full compliance with statutory and regulatory requirements
*Produce documentation suitable for audit and statutory accounts
*Work collaboratively with service areas and the Chief Accountant to implement changes
*Support the council’s objective of improving audit outcomes
Skills & Experience*Strong technical accounting background (local government)
*Knowledge of budgets, ring-fenced funds, and regulatory frameworks
*Experience streamlining financial processes
*Ability to influence and communicate clearly with non-finance services
*Confident working remotely and independently
