Contracts / Commissioning Officer
*Hourly Pay: £17.18 PAYE
*Location: Sheffield, S1 / Hybrid working
*Job Type: Full-time
We are seeking a dedicated Contracts Officer to join our People’s Services – Children and Families team within the Commissioning, Inclusion and Learning (CILS) Directorate. This role is crucial for managing the commissioning, procurement, and contract management of services, ensuring compliance and supporting strategic objectives.
Day-to-day of the role:
*Assist in the commissioning, procurement, and contract monitoring processes to align with the strategic goals of CILS and the People’s Services Directorate.
*Ensure all activities adhere to Standing Orders, the Procurement Strategy, and relevant policies and regulations.
*Prepare and manage contract documentation and implement contract management arrangements.
*Support formal processes for ensuring contract compliance and, where necessary, contract termination.
*Maintain accurate and comprehensive records of procurement and contracts to meet legal and regulatory requirements.
*Undertake monitoring activities in accordance with council policies and procedures, including compliance audits and performance data analysis.
*Facilitate and participate in meetings with service providers and conduct visits to commissioned services to ensure quality standards and outcomes are met.
*Collaborate effectively with colleagues, partners, and stakeholders, ensuring clear and effective communication and supporting engagement activities.
Required Skills & Qualifications:
*In-depth knowledge of government legislation and policies related to children, families, health, social care, and education.
*Strong understanding of commissioning, procurement, and contracting processes.
*Experience in service development and using a project management approach.
*Proficient in using IT systems for document creation and financial reporting.
*Excellent communication and negotiation skills, capable of resolving conflicts and achieving positive outcomes.
*Ability to work both independently and as part of a team, managing competing priorities under pressure.

*Relevant training and/or qualifications in a related field.
