Job Description:
*We are seeking an experienced and motivated Procurement Manager to lead and manage a portfolio of high-value, complex tenders within the Council. You will play a key role in ensuring procurement activity is compliant, strategic, and delivers value for money for our residents.
A significant focus of this role will be on waste-related procurements, including a major waste collections tender and multiple waste disposal tenders. Previous experience in waste procurement is desirable but not essential for strong public-sector procurement professionals.
Key Responsibilities
*Lead, manage and deliver large, complex procurement projects in line with the Procurement Act 2023 and Council policies.
*Independently run full tender processes from planning through to award.
*Draft high-quality procurement documentation, ensuring accuracy and attention to detail.
*Provide professional procurement advice to internal stakeholders.
*Manage multiple projects simultaneously while maintaining high standards of governance and compliance.
*Use and maintain electronic tendering systems effectively.
*Produce accurate reports, records, and audit-ready documentation.
*Collaborate effectively using MS Teams, Outlook and Excel.
*About You
We’re looking for someone who can demonstrate:
Essential
*Experienced public-sector procurement professional.
*Working knowledge and practical application of the Procurement Act 2023.
*Ability to manage complex tenders independently and confidently.
*Strong attention to detail and accuracy in all documentation.
*Competence in MS Teams, Outlook and Excel.
*Experience using e-tendering systems (any recognised platform).
*Ability to quickly adapt to and work within Council policies and procedures.
*Excellent workload management skills with the ability to balance competing priorities.
*Desirable
*Experience in waste-sector procurements (collections, disposal, treatment, etc.).
*Training Requirement
*Completion of TPP training is required.
*Candidates who have not already completed TPP must be willing to complete it within two weeks of starting (to be discussed at interview).
*Working Arrangements
This role is offered on a hybrid working basis
