Location: West Central London (Hybrid)
Contract: Interim
*Pay Rate: £545.78 per day PAYE (plus holiday pay, £611 p/d all inclusive)
*Full Time Hours: 36 hours per week
*Work Arrangements: Hybrid, 3 days per week on site
Role Overview
We are seeking an experienced Strategic Head of Asset Management to provide senior interim leadership across asset management, capital programme governance and performance management within a large, complex local authority environment.
This is a strategic, organisation-wide role operating at Director level, with responsibility for shaping and delivering the authority’s Asset Management Strategy, overseeing the Capital Programme PMO, and ensuring robust governance, performance, and commercial assurance across major programmes of work.
The postholder will work closely with senior stakeholders, elected Members, and corporate leadership teams to ensure assets and capital investment are optimised, well-governed, and aligned to corporate objectives and financial strategies.
Key Responsibilities
Strategic Asset Management
*Lead the development, implementation and ongoing review of the Strategic Asset Management Strategy and associated plans.
*Ensure the authority’s asset portfolio is optimised to support service delivery, financial sustainability, and wider corporate objectives.
*Provide strategic leadership on asset utilisation, investment, divestment and option appraisal, using robust data and evidence.
*Oversee asset data quality, standards, and governance to support informed decision-making at senior and Member level.
Capital Programme & PMO Leadership
*Provide senior leadership of the Capital Programme governance framework, ensuring effective planning, assurance, reporting and performance management.
*Establish and/or oversee a Programme Management Office (PMO) as a centre of excellence for capital and strategic programmes.
*Ensure consistent application of project and programme management methodologies across the organisation.
*Lead on capital performance reporting, risk management, and escalation to senior stakeholders and Members.
Commercial, Procurement & Contract Oversight
*Provide strategic oversight of procurement and contract management arrangements within the asset and capital portfolio.
*Ensure contracts deliver value for money, comply with legislation and standing orders, and are effectively managed for performance and risk.
*Work closely with commercial, legal and finance colleagues to strengthen governance and assurance.
Leadership & Stakeholder Management
*Operate as a senior professional advisor to Directors, Corporate Leadership Team and Members on asset management and capital delivery.
*Lead, manage and motivate senior managers and specialist teams across asset management, PMO and commercial functions.
*Build strong relationships across departments to enable joined-up delivery and organisational alignment.
*Represent the organisation externally with partners, consultants and regulators as required.
Key Deliverables
*A clear, robust and deliverable Strategic Asset Management Strategy.
*Effective governance and performance oversight of the capital programme.
*A strengthened PMO and performance management framework.
*Improved assurance, reporting and decision-making at senior and Member level.
*Strong commercial and contract management arrangements supporting major programmes.
Essential Experience & Skills
*Significant senior-level experience in asset management within a large public sector or similarly complex organisation.
*Proven experience of capital programme governance, PMO leadership or large-scale programme oversight.
*Strong project and programme management proficiency, including use of formal methodologies and performance frameworks.
*Experience operating at Director / Assistant Director / Strategic Head level, advising senior leaders and Members.
*Strong understanding of commercial, procurement and contract management in a public sector context.
*Excellent stakeholder management, leadership and influencing skills.
Desirable
*Professional qualification in property, surveying, asset management or related discipline.
*Experience working within local government or a regulated public sector environment.
