Job Description:
Role Overview
We are seeking an experienced Highways Project Manager to support the Transport Strategy Manager in the development and delivery of a programme of local bus infrastructure schemes. The role will oversee delivery of projects funded through the Department for Transport’s Bus Settlement Fund (2025/26 onwards), with an allocation of approximately £1.3m per annum.
This position will lead a portfolio of infrastructure work packages aligned with the Council’s Bus Service Improvement and Delivery Plans, ensuring effective governance, stakeholder engagement, and robust project delivery.


Key Responsibilities
*Develop and manage a programme of bus infrastructure improvements aligned to funding conditions and strategic transport plans.
*Deliver schemes including bus shelters, hard standings, accessibility upgrades, real-time information systems, lighting, and CCTV.
*Work closely with the Transport Strategy Manager and Officer to ensure policy alignment and support the development of local design standards.
*Lead procurement and commissioning of external suppliers and contractors in collaboration with Engineering and Commercial teams.
*Establish project governance arrangements and prepare clear reporting documentation in line with the Council’s Project Management Framework.
*Manage project plans, risks, budgets, and delivery timelines from inception to completion.
*Ensure compliance with national design standards relating to accessibility and safety, and promote best practice.
*Engage effectively with communities, stakeholders, partners, and internal teams.
*Oversee quality assurance and maintain the integrity of projects and the wider programme.
*Provide professional advice to senior decision-makers and manage risks to the Council.


Person Specification
Essential Experience & Skills:
*Proven experience managing highways or transport infrastructure projects.
*Strong understanding of public sector project governance frameworks.
*Experience in procurement and contractor management.
*Ability to manage multiple workstreams and budgets effectively.
*Excellent stakeholder engagement and communication skills.
*Knowledge of accessibility, safety, and national transport design standards.


Desirable:
*Experience delivering projects funded by central government grants.
*Knowledge of bus infrastructure and public transport improvement schemes.
