Reading Borough Council is looking for a dedicated, knowledgeable, and proactive Environmental Health Officer to join their team onsite at the Civic Offices and support essential food safety work across the town.
About the Role
An exciting opportunity has arisen to join a new Housing Strategy and Performance Team as a Housing Regulatory Assurance Officer, where you will play a key role in developing, delivering and embedding a robust quality assurance and improvement programme across the Housing Directorate to ensure regulatory compliance and drive continuous improvement. You will provide professional assurance that the Council meets all statutory and regulatory housing requirements, identifying gaps, shaping improvement plans and taking proactive action to help deliver a high-quality, safe, modern and preventative housing service that positively impacts residents. Highly organised and innovative, you will bring strong project and programme management skills, a talent for intelligent problem-solving and excellent communication abilities, enabling you to prepare clear strategies, formal reports for members, and engaging presentations for colleagues and residents alike.
What You’ll Be Doing
*Lead and coordinate housing regulatory compliance and service improvement, working collaboratively across teams and delegating tasks effectively
*Represent the Housing Service with corporate partners, confidently deputising for senior leaders when required
*Drive innovation and continuous improvement, setting performance targets, benchmarking good practice, and ensuring high-quality service delivery
*Provide expert analysis, advice, and challenge (alongside the data lead) to raise standards, ensure statutory compliance, and enhance residents’ experience
*Set and uphold compliance standards, identifying risks early, holding others to account, and ensuring issues are resolved or escalated appropriately
*Deliver high-quality reports and decisions, using advanced knowledge of housing law and regulation to manage legal, financial, and reputational risks—while engaging with residents, supporting safeguarding, and contributing to emergency and out-of-hours duties
What We’re Looking For
*Expert understanding of key housing legislation and standards, supported by a relevant degree or equivalent
*Strong experience in social housing and/or project management, with a track record of delivering service improvements
*Confident in producing clear policies, reports and presentations, with strong data analysis and performance management skills
*Effective problem-solver with a collaborative approach and strong organisational, prioritisation and delegation abilities
*Experience managing budgets and ability to travel across the city to meet residents.
*Desirable: Experience with Regulator of Social Housing inspections and/or a professional housing qualification
What You Need to Know
*Hourly rate: £23.84 per hour (PAYE) or £29.29 per hour (UMBRELLA), paid weekly one week in arrears
*Location: Oxford Town Hall, St Aldate’s, Oxford, OX1 1BX
*Start date: ASAP
*End date: 3–6-month assignment
*Assignment type: Temporary contract through Reed Talent Solutions, as Oxford City Council’s trusted recruitment partner
*Standard office hours: Monday to Friday, 7.4 hours per day, 2 days per week onsite
