Job Description:
We’re looking for a highly motivated Emergency Planning & Resilience Officer to play a key role in strengthening Brent Council’s preparedness, response, and recovery arrangements for civil emergencies.
This is an exciting and impactful role where you’ll help protect our community, support effective crisis responses, and ensure the council meets its statutory duties under the Civil Contingencies Act 2004. You will co-ordinate emergency planning and business continuity activity, develop key plans and risk assessments, and support both council staff and partner agencies in their emergency responsibilities.

What You’ll Be Doing
As our Emergency Planning & Resilience Officer, you will:
*Develop, revise and maintain the Council’s internal emergency plans and civil contingency risk assessments.
*Support and contribute to pan-London emergency planning projects through the Local Authority Regional Resilience Board (LARRB).
*Lead and facilitate the review of key risks affecting the borough.
*Provide briefings and expert advice to senior officers and elected members.
*Monitor, interpret and report on legislation and guidance relating to civil contingencies.
*Maintain the Borough Emergency Control Centre (BECC) and key emergency equipment.
*Support communications and public information arrangements during major incidents.
*Represent Brent Council at multi-agency meetings, workshops and resilience forums.
*Design, organise and deliver emergency planning training and live/desktop exercises.
*Support the development, testing and maintenance of Business Continuity plans.
*Manage activation teams supporting the council’s response to emergencies.
*Deputise for the Emergency Planning & Resilience Manager when required.
*Participate in an out-of-hours on-call rota.
*Embed environmental sustainability and safeguarding principles in all work.
About You
You will bring:
Knowledge
*Strong understanding of local authority duties under the Civil Contingencies Act 2004.
*Familiarity with ISO 22301.
*Evidence of relevant and up-to-date CPD.
Experience
*Proven track record in a large, complex organisation.
*Experience developing, writing, training and testing emergency plans.
*Involvement in delivering emergency planning training programmes.
*Experience in multi-agency emergency response.
*Experience delivering Business Continuity Management programmes.
Skills & Qualities
*Ability to remain calm and effective under pressure.
*Strong analytical and critical-thinking skills.
*Confident communicator and influencer at all levels.
*Skilled leader able to motivate teams during emergency operations.
*Ability to work independently and exercise sound judgement.
*Commitment to continuous improvement and long-term service development.
