Job Description:
Provide strategic direction and leadership for the West Sussex LGR portfolio of programmes. Build the right foundations for the future success of local government in West Sussex. Ensure a safe, legal and well-planned transition to the new operating model, minimising service disruption and maintaining a focus on improved outcomes and long-term sustainability.
Key Responsibilities
Portfolio Leadership and Strategy
· Set and maintain the strategic roadmap, critical path and milestones.
· Translate political ambition into deliverable and measurable plans.
· Establish and maintain disciplined Portfolio Management Office arrangements.
· Establish strong portfolio structure and programme management arrangements
Governance, Assurance and Legal Readiness
· Implement strong governance structures.
· Ensure all legal and constitutional elements required for LGR are prepared.
· Maintain clear risk, issue and dependency management.
Stakeholder Management and Communications
· Build effective working relationships with Leaders, Members and Chief Executives.
· Oversee communications and engagement with residents, partners, staff and unions.
· Facilitate joint working across all authority areas.
People, Culture and Change
· Lead the LGR programme team including design and resourcing of the structure
· Lead organisational development and workforce transition including TUPE.
· Preserve and continue to build upon the collaborative dynamic demonstrated to date by authorities across West Sussex.
Finance, Commercial and Resources
· Hold accountability for the programme budget and benefits case.
· Oversee contract mapping, supplier relationships and commercial planning.
· Ensure resources and capacity are aligned to programme delivery needs.
Digital, Data and Information Management
· Lead ICT transition planning.
· Oversee data migration, records management and information governance.
Service Continuity and Customer
· Ensure safe service continuity planning across all services.
· Prepare day-one customer and access arrangements.
Measures of Success
· Approved, costed and time-bound implementation plan.
· Shadow arrangements delivered to schedule.
· Safe and legal go-live.
· Effective risk, governance and assurance frameworks in place.
· Consistent and positive engagement with partners and stakeholders.

Experience (Essential)
· Leadership of large scale public sector transformation or reorganisation.
· Working within complex portfolio environments
· Delivery of complex programmes on time and budget.
· Significant experience working with elected Members and Chief Executives.
· Experience of organisational, digital and workforce redesign.
· Strong financial and commercial background.
· Large-scale stakeholder engagement.
