From April 2026, we will lead the delivery of regionally commissioned economic development activity aligned to the West Midlands Growth Plan, working in partnership with the West Midlands Combined Authority and local authorities.

The Role:
As our new Senior Consultant – Inward Investment, you’ll act as a strategic delivery lead within the Inward Investment division, taking rapid ownership of complex, cross-cutting projects that emerge from shifts in government policy, economic conditions or shareholder priorities.
This is a high-impact role that requires intellectual agility, strategic judgement, and an ability to move from ambiguity to clarity at speed. You will scope, design and deliver targeted interventions that strengthen the West Midlands’ global investment competitiveness — from refreshing sector propositions to refining how we engage national and international intermediaries.
Whether working through internal delivery teams or strategically commissioning specialist external partners, your focus will be on driving measurable investment outcomes and aligning activity to the region’s long-term growth plan.
What You’ll Be Doing:
*Lead high-priority, cross-cutting inward investment projects, defining clear delivery requirements and ensuring rapid mobilisation.
*Diagnose emerging challenges and scope targeted interventions in areas such as sector proposition development or intermediary engagement optimisation.
*Shape and improve the inward investment function, refining internal processes and engagement models to increase high-value investment referrals.
*Translate requirements from the WMCA and seven local authorities into structured plans aligned with regional growth priorities.
*Act as a strategic bridge between investment strategy and operational delivery, working closely with policy, finance, procurement and sector specialists.
*Engage internal and external stakeholders to understand needs, identify opportunities and translate these into actionable delivery plans.
*Establish clear governance structures, reporting frameworks and performance oversight for senior stakeholders.
*Determine optimal delivery routes, balancing internal capability with the strategic commissioning of specialist third-party consultancy.
*Lead procurement activity in line with public sector regulations, drafting technical specifications and managing evaluation processes.
*Oversee contract delivery, ensuring consultants deliver agreed milestones, outputs and measurable impact.
What You’ll Bring:
Essential:
*Proven ability to rapidly master new and complex subject areas, providing immediate delivery leadership.
*Strong consultative problem-solving skills, able to diagnose needs and design practical, outcome-focused solutions.
*Experience taking ownership of complex, cross-cutting projects from ambiguity through to execution.
*Deep understanding of the inward investment lifecycle and how to drive ROI in an investment promotion environment.
*Excellent communication skills with the ability to influence senior stakeholders across multiple organisations.
*Experience drafting technical specifications, managing commissioning processes and overseeing third-party delivery.
*Strong understanding of public-sector procurement and value-for-money requirements.
*Resilient, outcome-driven approach with the ability to navigate delivery challenges and unblock stalled projects.
Desirable:
*Strong commercial acumen and ability to interpret business cases and financial models.
*Experience developing sector propositions or investment narratives.
*Background in economic development, business support or regional policy.
*Formal project management training (PRINCE2, MSP, Agile).
*Understanding of the West Midlands’ economic landscape and priorities.
*Established network within consultancy or economic development environments.
*Experience designing new frameworks, KPIs or performance systems from scratch.
