Job Description:
Butler Rose is delighted to be working alongside our public sector client based in Harrow. They are seeking a Corporate Financial Accountant to play a pivotal role within their Finance & Assurance Division. This is a temporary role, fixed term until 24 June 2026 with hybrid working and will pay up to £29.20 per hour PAYE.
This is a high-profile role with significant responsibility across a large and complex revenue budget, offering the opportunity to influence financial governance, reporting quality, and continuous improvement across the organisation.
Key Responsibilities
Lead year-end accounts and production of the Statement of Accounts in line with statutory guidance and audit requirements.
Manage and reconcile balance sheet accounts and improve automation of reporting processes (SAP).
Complete CIPFA and Government returns (e.g. RO and Quarterly Revenue Update).
Oversee the Council’s debtors position (£72m) and provisions for bad debt.
Manage Support Service Charges (£39m).
Act as the Council’s lead contact with HMRC on tax and VAT matters.
Supervise junior staff and contribute to finance improvement projects.
About You
CCAB qualified accountant with evidence of continuing professional development.
Strong knowledge of local authority financial accounting frameworks, including SeRCOP, IFRS and the Prudential Code.
Clear understanding of financial governance within local authorities.
Proven track record in a similar role, ideally within local government.
Experience managing or delivering year-end accounts and statutory returns.
Demonstrable experience driving continuous improvement in financial management and general ledger systems.
Advanced ability to extract and analyse data from financial systems.
Excellent numerical, analytical and problem-solving skills.
Strong Excel skills (including VLOOKUP and Pivot Tables as a minimum).
Ability to interpret and communicate complex legislation and guidance clearly, both orally and in writing.
