We’re currently seeking an experienced professional to join our team in the role of Head of Open Banking Policy, Regulation and Industry Engagement Lead.
The UK Payments market is a vital component of the economy. It is central to our customers, making up the majority of interactions a customer has with their bank. Additionally, the National Payments Vision sets out an ambitious roadmap to re-establish the UK as a global leader within the payments market through new infrastructure and the growth of digital assets and currencies. Within this context, your role will be pivotal to our UK Retail & Wealth’s ambitions to truly ’excel in payments’.
You’ll be responsible for developing our UK policy positions on Open Banking and Open Finance, representing these positions across industry and regulatory bodies, and maintaining oversight of our compliance with relevant regulations such as the CMA (Competition and Markets Authority) Order and PSRs (Payment Services Regulations). You’ll also lead external and internal engagement to shape the future regulatory environment and ensure strategic alignment and compliance.

In this role you’ll:
*Develop and document our policy positions for Open Banking and Open Finance, working closely with internal teams to ensure alignment and effective advocacy.
*Help shape the future of Open Banking by proposing a fit-for-purpose, industry-led Future Entity, a balanced and simplified long-term regulatory framework, and a demand-driven Open Finance roadmap.
*Act as a subject matter expert on matters relating to HSBC UK’s compliance with the Open Banking aspects of the CMA Order and Payment Services Regulations (PSRs).
*Represent HSBC UK in industry forums, working groups, and consultations-taking a leadership role and engaging directly with regulators and government bodies (including the FCA, PRA, HMT, and CMA).
*Monitor evolving Open Banking regulations, assess their impact on HSBC UK, and provide expert guidance to internal teams on compliance and strategic responses.
*Champion HSBC UK’s Open Banking agenda both internally and externally, ensuring clear communication and effective execution across business, customer, and stakeholder groups.
To be successful in this role you should meet the following requirements:
*Deep knowledge of Open Banking in the UK, including regulatory frameworks and the dynamics between regulators, industry bodies, and other key stakeholders.
*Extensive experience engaging with external partners, regulators, and industry bodies, with strong negotiation skills and the ability to influence without direct authority.
*Proven ability to tailor messaging for diverse audiences-ranging from senior management and second line of defence (2LoD) to competitors and regulators-and to present complex or technical issues clearly to non-technical stakeholders.
*Solid understanding of HSBC’s regulatory delivery lifecycle, project management, technology delivery practices, and risk management disciplines.
*Strong commercial acumen and outstanding relationship management skills
