Reports to: Senior Permitting Officer
About the Role Hackney Council is seeking a detail-driven TMA Permitting Officer to join the Public Realm Division. You’ll play a key role in ensuring compliance with the London Permit Scheme (LoPS), supporting the smooth coordination of road and street works, and helping minimise disruption to the borough’s highway network.
Working closely with the Senior Permitting Officer, Streetworks Inspectors and statutory undertakers, you will validate and process permit applications, address non-compliance through EToN, and contribute to ongoing service improvement projects across the division.
Key ResponsibilitiesPermit Compliance & Monitoring *Validate and process permit applications in line with LoPS and the Code of Practice for Permits.
*Identify irregularities and communicate with Works Promoters through EToN.
*Apply and verify permit model conditions to ensure effective control of streetworks.
*Record non-compliance under relevant legislation (e.g., Traffic Management Act 2004, NRSWA 1991).
*Assist in issuing Fixed Penalty Notices where required.
Service Delivery & Performance *Support the delivery of high-quality, customer-focused services.
*Contribute to divisional and corporate projects aimed at improving performance and service outcomes.
*Provide statistical returns, monitoring data and reports to support service planning.
*Assist with service review mechanisms and implementation of improvement plans.
Communication & Partnership Working *Liaise effectively with internal teams, statutory undertakers, contractors and other stakeholders.
*Integrate site feedback from Streetworks Inspectors into permitting processes.
*Prepare reports for working groups and forums as required.
Data, Systems & Administration *Maintain accurate data, records and systems (e.g. Mayrise, LondonWorks, GIS platforms).
*Support quality assurance processes and help develop service manuals and procedure notes.
*Assist with income monitoring and liaison with legal/external agencies on outstanding debts.
Essential Skills & Experience *Experience working within a streetworks, permitting or highways environment.
*Strong knowledge of the London Permit Scheme and its technical/legal requirements.
*Ability to plan, manage and prioritise multiple projects and deadlines.
*Strong communication skills, both written and verbal, with the ability to produce clear reports.
*Ability to use relevant IT systems including MS Office, Mayrise, LondonWorks, GIS software (MapInfo, GGP, PlanWeb).
*Experience delivering high-quality, customer-focused services.
*Ability to work methodically, accurately and remain calm under pressure.
*Understanding of Best Value principles and public-sector service delivery.
Additional Information *Occasional work outside normal hours may be required.
*Expected to uphold Hackney Council’s Equality, Diversity, and Health & Safety policies.
*May deputise for the Senior Permitting Officer when needed.
