Interim Housing Asset Management Strategy Consultant
Location: London (hybrid / ad-hoc on-site presence as required)
Rate: Outside IR35 Day rate TBC
Contract: 3-4 months
Spencer Clarke Group are working with a London local authority to appoint an Interim Housing Asset Management Strategy Consultant to develop a new Asset Management Strategy for a housing portfolio.
This is a strategic, deliverable-focused assignment suited to a senior consultant / senior housing asset leader who can produce a clear, cabinet-ready strategy and action plan and align stakeholders around priorities spanning compliance, investment planning, and net zero delivery.
Responsibilities
*Producing a new Housing Asset Management Strategy and Action Plan aligned to the council’s wider Housing Strategy
*Shaping the approach to best use of housing assets, considering emerging policy/financial impacts (e.g., rent convergence, Decent Homes, energy performance expectations, Right to Buy changes)
*Ensuring the strategy addresses regulatory compliance expectations (Regulator for Social Housing / Building Safety Regulator) and sustained safety standards
*Using stock condition survey data to shape planned works / investment programmes to reduce responsive repairs and improve long-term value
*Embedding a collaborative approach with key stakeholders (internal teams, finance/procurement, fire safety partners, GLA and others as required)
*Producing clear written outputs suitable for senior leadership / cabinet approval
About You
*Demonstrable experience delivering asset strategy / housing investment strategy type briefs for a large social housing landlord (local authority / ALMO / RP)
*Strong understanding of the current and forward legal, regulatory, and policy landscape for social housing (especially London)
*Excellent report writing, stakeholder management, and presentation skills
*Able to operate confidently in politically sensitive environments
