Parking Representation Officer (x4) – Remote – 6-Month Contract (Possible Extension)Employer: Aatom Recruitment

Aatom Recruitment are supporting a local authority in recruiting four Parking Representation Officers to join their Parking Services team. This is an excellent opportunity to work remotely, contributing to a high-profile public service that has a real impact on local communities.
About the RoleAs a Parking Representation Officer, you will be responsible for investigating and responding to all challenges, representations, and appeals relating to:
*Penalty Charge Notices (PCNs)
*The removal of vehicles
*Fixed Penalty Charge Notices (FPNs)
You will work across all stages of the statutory process, ensuring responses are accurate, well-reasoned, and aligned with council policies, procedures, and legislative requirements. The role requires strong analytical skills, sound judgement, and the ability to work to tight deadlines while maintaining high-quality outputs.
This position is part of a career-graded structure (Sc6 to SO1). Progression is available once required standards of performance, knowledge, and experience are demonstrated.
Key Responsibilities (Sc6 / SO1)*Manage and prioritise your own caseload in a fast-paced, target-driven environment.
*Investigate challenges and representations received against PCNs and FPNs, making balanced decisions based on available evidence.
*Request additional information where required to support fair decision-making.
*Handle transfer of liability cases (e.g., change of ownership, hire vehicles).
*Respond to all correspondence in clear, plain English and in line with quality standards.
*Meet or exceed daily quality and productivity targets.
*Process refunds where appropriate and in line with Parking Services policies.
*Administer Charge Certificate correspondence.
*Liaise with the County Court regarding Witness Statements and statutory declarations.
*Work with external debt recovery and bailiff agents to resolve disputed PCNs.
*Provide support to vulnerable or distressed customers regarding debt recovery queries.
*Report non-compliance issues or on-street malpractice to relevant teams.
*Provide cover for Parking & Licensing Officers during busy periods or absences.
*Review CCTV-recorded contraventions and issue PCNs as required.
*Maintain accurate filing systems and develop standard response templates.
Additional Responsibilities (SO1 Level)*Manage Parking Appeals for London Tribunals, including preparation of complete and accurate evidence packs.
*Attend personal appeal hearings as required, representing the authority professionally.
*Respond to follow-up communications from London Tribunals within required timescales.
*Support service improvement initiatives and help identify process enhancements.
*Provide guidance to colleagues on complex cases and act as a point of escalation.
*Mentor new staff members on legislation, processes, and best practices.
*Assist with County Court litigation claims and act as a witness when required.
*Authorise cancellations of notices and initiate refunds in line with policy.
Other Duties*Work flexibly and collaborate with cross-departmental teams as needed.
*Ensure compliance with relevant legislation including Data Protection, Health & Safety, and Equality policies.
*Promote positive community relations and uphold professional parking practices.
Key Knowledge & Skills*Knowledge of parking systems, ideally including Liberator and Response Master.
*Understanding of relevant parking legislation and statutory processes.
*Strong command of written English, with the ability to draft clear and concise responses.
*Competent user of Microsoft Word, Excel, and Outlook.
Experience Required*At least 2 years’ experience in the Parking Industry (essential).
*Experience investigating cases and analysing evidence.
*Background in a busy, target-driven environment with proven ability to manage workload effectively.
*Experience using databases and case management systems.
