Asset Manager - Croydon Council

Croydon Council has made major strides in transforming its housing services, investing over £30 million in home upgrades, launching a new repairs contact centre, and completing stock condition surveys on 70% of homes. With a £166 million regeneration of Regina Road underway and a strong focus on safety, customer care, and resident-led change, Croydon is committed to delivering high-quality homes and services as part of its Future Croydon 2024-29 programme.
Your New Role
Reporting to the Head of Asset Planning & Capital Delivery, you will play a central role in shaping Croydon’s housing investment strategy. You will lead a team of Data Analysts and Stock Condition Surveyors, ensuring the accuracy of asset data and the effective development of investment programmes. You will also integrate NEC contract management across asset planning, supporting structured delivery, governance, and value for money.
This is a pivotal role with direct impact on strategic planning, compliance, risk management, and long-term sustainability of the housing stock.
Key Responsibilities
Translating survey results into work packages covering roofs, kitchens, bathrooms, windows, fire safety actions, and other major components.
Supporting lifecycle modelling, investment prioritisation, multi-year budget forecasting, and risk-block identification.
Reviewing Cap 1 proposals and contractor submissions against SOR/NHF rates, productivity benchmarks, and cost models.
As line manager for four members of staff, you will establish a structured workflow aligned to information requirements. This includes:
Stock data validation and cleansing
KPI reporting and performance dashboards
Cost modelling and investment forecasting
Energy modelling and EPC analysis
You will ensure datasets are accurate, complete, and usable for procurement, programme planning, and contract instructions. You will also produce clear, accessible dashboards and presentations for senior leadership.
What You’ll Need to Succeed
*Strong asset management experience within social housing.
*Experience managing technical teams and delivering complex multi-disciplinary programmes.
*Knowledge of contract management and structured project delivery methodologies.
*Ability to manage competing priorities and work across multiple workstreams.
*Experience analysing and using asset data to drive decision-making and service improvement.
*Excellent communication, stakeholder engagement, and problem-solving skills.
*Understanding of project management principles (PRINCE2 desirable).
Qualifications
*Educated to degree level or equivalent experience.
*Evidence of Continuous Professional Development.
*Project management qualification (e.g., PRINCE2) desirable.
