Salary: £88,250 £100k
Location: London (Hybrid)
About the Role
We’re seeking an experienced and highly skilled Programme Manage to lead the delivery of complex capital programmes and ensure robust compliance across large-scale construction and estates projects.
You will manage multi-million-pound capital schemes from feasibility through design, procurement, construction and handover—ensuring full alignment with clinical, technical, and statutory requirements. Working closely with senior stakeholders, advisors and operational teams, you’ll play a pivotal role in delivering safe, compliant, and future-ready facilities for patients, staff, and communities.
This is a high-profile leadership role requiring strong technical understanding, excellent stakeholder management and proven expertise in major capital programme delivery.
Key Responsibilities
Lead Compliance Advisor
*Oversee all compliance aspects of capital projects, ensuring alignment with HTMs, HBNs, Building Safety Act (BSA) requirements and NHS design guidance
*Manage external advisors and ensure timely, accurate and cost-effective outputs
*Record, assess and mitigate compliance risks and derogations
*Ensure robust clinical, technical and safety assurance across all schemes
*Coordinate compliance documentation, reviews and approvals with all relevant committees
*Provide specialist input to decanting, commissioning and operational readiness activities
Programme Leadership & Governance
*Lead day-to-day compliance activities across the programme, managing internal and external specialists
*Develop, refine and oversee compliance governance systems
*Support development of Outline and Full Business Cases from a compliance perspective
*Ensure all compliance elements meet Trust governance, financial controls and statutory requirements
*Provide leadership, coaching and line management to programme team members
*Represent the Trust at regional and national forums
Financial, Commercial & Risk Management
*Manage elements of the multi-million-pound programme budget
*Work with Capital Finance to prepare forecasts, reports and updates
*Lead contractual oversight including RFIs, EWNs, risk schedules and compensation events
*Support resolution of contractual disputes and ensure procurement compliance
*Own and manage compliance risk registers, escalating as required
Stakeholder & Operational Collaboration
*Build strong relationships with senior clinical, operational, estates and external partners
*Ensure clinical services remain safe and operational during construction activities
*Foster collaboration with architects, engineers, consultants, and Trust leadership teams
*Promote a high-performing, inclusive and positive programme culture
About You
You will bring:
*Extensive experience delivering large construction programmes, ideally within the public or healthcare sector
*Strong senior-level stakeholder, negotiation and influencing skills
*Deep knowledge of construction compliance, healthcare standards, risk management and capital programme governance
*Experience leading multidisciplinary teams in complex environments
*Excellent analytical, financial and decision-making skills
*Ability to manage competing priorities, deadlines and pressures with confidence
Qualifications:
*Degree in construction, engineering, building surveying or related field (or equivalent senior-level experience)
*Corporate membership of a relevant Chartered Institute (e.g., RICS, RIBA, CIBSE, MCIOB)
*Project/programme management qualification (e.g., MSP, PRINCE2)
*Higher management qualification
