Job Description:
REED Procurement are working with a lovely public sector organisation in Wales to appoint a Head of Procurement to lead their procurement function. Having worked with this organisation previously, they are known for fostering a supportive, approachable, and flexible working environment.
This role offers a strong blend of hands-on end-to-end procurement delivery alongside a continuous improvement agenda, strengthening policy, governance, templates and ways of working. You’ll personally lead regulated procurements while shaping a compliant, sustainable and future-fit procurement framework.
A key feature of the role will be taking the lead on indirect procurement for two new buildings, post-construction — covering the services, contracts and supplier arrangements required to operationalise and support these facilities.
There is also scope to grow the function, including the opportunity to recruit additional procurement resource once in post, allowing you to shape capacity and structure as demand evolves.
What you’ll be doing:
*Leading end-to-end regulated public procurement, including frameworks, DPS and competitive flexible procedures
*Taking ownership of indirect procurement for two new buildings, post-construction, ensuring value, compliance and effective supplier mobilisation
*Developing and embedding procurement policy, governance, templates and guidance to drive consistency and best practice
*Acting as the organisation’s expert on public procurement legislation, including the Procurement Act 2023 and Procurement (Wales) Regulations 2024
*Implementing and monitoring procurement KPIs, including savings, social value, prompt payment and contract performance
*Advising senior stakeholders on procurement strategy, compliance, commercial risk and supplier selection
*Leading robust, transparent evaluation and award processes

*Strong technical grounding in public sector procurement, contract law, negotiation and commercial risk.
*Proven delivery of compliant procurements via Sell2Wales, Find a Tender and public sector frameworks.
*Credibility and confidence operating with senior stakeholders at strategic and operational level.
