Job Description:
We are currently working with a Local Authority in Bedfordshire who are seeking an experienced Finance Business Partner (Technical) to lead on the delivery of statutory financial reporting and technical accounting functions across the authority.

Start: ASAP
Rate: Negotiable (inside IR35)
Working Arrangement: Hybrid
Duration: 4 Months Initially (likely extension)


Key Responsibilities:
• Lead the preparation and delivery of the Council’s Financial Statements in line with statutory requirements
• Manage key technical finance areas including Capital Strategy & Planning, Treasury Management, Banking, Taxation, and Accounts Payable
• Provide high-quality technical financial advice to senior stakeholders, including Directors and Chief Officers
• Lead capital strategy development, annual capital budget processes, and capital investment appraisals
• Oversee capital budget monitoring, ensuring effective financial control and compliance with timetables
• Manage the closure of accounts, production of the Statement of Accounts, external audit engagement, and member training
• Represent the finance function at committees, external meetings and project boards
• Review and appraise the financial implications of new legislation, ensuring full compliance
• Lead the financial aspects of major capital projects, ensuring robust financial appraisals and cost/benefit analysis
• Manage and motivate finance staff to ensure high-quality delivery across finance services


Requirements:
• CCAB or CIMA qualified with strong post-qualification experience
• Strong understanding of accounting principles, local authority legislation, final accounts closure, and capital financing
• Ability to analyse and communicate complex financial information to senior stakeholders
• Demonstrable experience in capital planning, treasury management, and technical finance
• Excellent written and verbal communication skills, with the ability to influence effectively
• Ability to prioritise work, manage resources, and meet statutory deadlines
• Professional manner with a commitment to collaborative working
