Job Description:
Lead Commissioning Officer (Children’s CHC)
Rate: £400 per day (Inside IR35, umbrella)
Duration: 3-6 months
Working pattern: Hybrid - ideally 2-3 days onsite (flexible to 1-2 days) East Midlands
About the Role
We are seeking an experienced Lead Commissioning Officer with a strong background in Children’s Continuing Healthcare (CHC) to support a busy local authority.
This role will focus on managing complex CHC cases, ensuring robust decision-making, and protecting the local authority position across funding responsibilities.
Key Responsibilities
*Lead on end-to-end Children & Young People CHC assessments and referrals
*Complete and review Decision Support Tools (DSTs), including complex and contested cases
*Work closely with Children’s Social Care, health partners and other stakeholders
*Ensure clear alignment across health, education and social care funding responsibilities
*Produce high-quality, defensible CHC reports and documentation
*Challenge ICB decisions where appropriate, using evidence-based approaches
*Manage high-cost and urgent cases, ensuring timely and effective outcomes
*Support commissioning activity linked to service delivery and placement decisions
Key Requirements
*Extensive experience in Children’s CHC, including full end-to-end case management
*Strong knowledge of the Children’s CHC National Framework
*Proven experience working within or alongside local authority Children’s Services
*Ability to manage complex, high-risk and contested cases independently
*Excellent report writing and evidence-based decision-making skills
*Confident stakeholder management across health, education and social care
*Proactive, assertive and able to work at pace in a high-pressure environment
