Job Description:
Provide full-line management of a team of specialist officers undertaking contract management, compliance and commissioning functions, including succession and workforce planning, sickness absence, recruitment, performance and talent management, and workload monitoring to maximise the use of resources (i.e. human, physical, and financial), and to ensure provision of a comprehensive, effective and efficient high-quality service.
Act as lead officer responsible for the day-to-day management of the waste management, treatment and disposal contracts with a typical annual value £20.4m (generating an income circa £3m per annum) and public facing household recycling centre contracts with a typical annual value of £5.3m (generating income circa £0.5m) acting as the authority’s delegated Deputy Authorised Representative, challenging, validating, and approving monthly contract spend. Recommending and implementing amendments to the contracts as necessary.
Ensure an adequate level of compliance activity is maintained by the team, in discussion with HoS and Waste Managers.
Responsible for the day-to-day management of consultants and contracts in relation to achieving ongoing environmental compliance in respect of closed landfill sites. This involves dealing with challenging and contentious situations where influence could be required.
Serve as the lead expert on waste management legislation and industry best practice. Play a key role in shaping related strategies and policies, providing specialist advice and insights to support the Head of Service, Director for Environment and Cabinet Members.
Review changes to legislation and make decisions on how to adapt service delivery to meet new requirements, leading implementation of any changes.
Fulfil the role of Client Manager with delegated Authorised Officer status in respect of allocated waste management contracts, with the delegated authority to make key service decisions within the Scheme of Sub Delegation or refer to the Senior Management Team as appropriate.
Lead the delivery of allocated service development projects and the adaptation of existing waste contracts, which involves significant technical complexities and contract interdependencies. Success will require innovative problem-solving approaches and close collaboration with senior stakeholders and with senior representatives from contracted service providers.
Represent the authority at regular monthly and quarterly contract meetings with service provider management teams.
Regularly and proactively liaise with key internal stakeholders such as Legal, Procurement, Corporate Health & Safety, Highways and Communications teams (and external stakeholders such as the Environment Agency) on all matters arising, and pre-emptively where necessary.
