Job Description:
Our client is a large local government organisation and looking for an experienced Finance Modeller to join their team
This is initially a 3 month contract which may be extended for the right applicant
You will
A finance modeller working within a local council (public sector) typically focuses on long-term financial planning, scenario analysis, and supporting policy decisions with robust data models. The role blends technical modelling with strategic insight and stakeholder communication. Here’s a clear breakdown of common duties:
Core Financial Modelling
*Build and maintain complex financial models (e.g. revenue forecasts, capital programmes, funding scenarios).
*Develop scenario analysis to assess the impact of policy changes, economic shifts, or funding cuts.
*Model long-term financial sustainability (often 5–10+ year horizons).
*Stress-test assumptions such as inflation, interest rates, and demand for services.
Budgeting & Forecasting
*Support annual budget setting and medium-term financial strategies (MTFS).
*Produce regular forecasts (monthly/quarterly) and variance analysis.
*Translate service-level data into financial projections.
Policy & Decision Support
*Provide financial insight to support council policies, investments, and transformation programmes.
*Evaluate business cases for capital projects (e.g. housing developments, infrastructure).
*Assess cost-benefit and value-for-money of initiatives.
Data Analysis & Reporting
*Analyse large datasets (service usage, demographics, costs).
*Produce dashboards, reports, and visualisations for senior leadership and councillors.
*Communicate complex financial outputs in a clear, non-technical way.
Stakeholder Engagement
*Work closely with service departments (housing, social care, transport, etc.).
*Present findings to finance leaders, directors, and elected members.
*Challenge assumptions and provide independent financial scrutiny.
Funding & Grants Analysis
*Model the impact of government funding changes, grants, and business rates retention.
*Support bidding for external funding with robust financial projections.
Risk Management
*Identify financial risks and opportunities within models.
*Develop mitigation strategies and contingency plans.
Systems & Process Improvement
*Improve modelling tools, templates, and financial systems.
*Automate processes using tools like Excel, Power BI, or Python where relevant.
Compliance & Governance
*Ensure models align with public sector accounting standards and audit requirements.
*Maintain transparency and documentation for audit trails.
