Full job descriptionPositive Employment is currently recruiting for a HRA Senior Compliance Lead for our client a local government organisation based in Taunton.
The successful post holder will lead and manage the delivery of all property related safety compliance activities across the Housing Directorate, ensuring the organisation’s housing stock remains compliant with statutory and regulatory requirements.
The role will provide technical expertise across key compliance areas including fire safety, asbestos, legionella, gas, electrical safety, lifts and radon, whilst leading specialist teams, managing contractors and supporting strategic service improvement.
The post holder will play a key role in ensuring resident safety, maintaining robust compliance systems and supporting the organisation’s wider housing and corporate objectives.
This role is a temporary contract initially for 3 months with the possibility to extend. This role is hybrid working - flexible, but typically 2 days remote, 3 days in the office.
Duties and Responsibilities but not limited to:
*Operational responsibility for all property related safety compliance within the Housing Directorate, addressing areas of non-compliance.
*Act as the technical lead on all aspects of property compliance including fire safety, water hygiene/legionella, asbestos, gas safety, electrical safety, lifts and radon.
*Ensure compliance with all relevant legislation, regulatory requirements, approved codes of practice and organisational policies.
*Lead on procurement activities and contract management for all property safety compliance services and remedial works.
*Ensure accurate compliance records are maintained and appropriate reporting systems are in place.
*Lead and support internal and external audits, ensuring recommendations are implemented effectively within agreed timescales.
*Specifically oversee fire safety compliance across the organisation’s housing stock, including implementation of recommendations arising from national reviews and the Grenfell Tower Inquiry.
*Undertake site inspections and monitor works to ensure compliance and safety standards are achieved.
*Manage budgets relating to property safety compliance works and ensure effective financial control.
*Develop, implement and review policies and procedures relating to property safety compliance.
*Set and monitor performance targets and quality standards across compliance services.
*Manage and support specialist compliance teams through coaching, performance management and development.
*Provide technical guidance and compliance awareness training to operational teams and stakeholders.
*Liaise with senior management, elected members, contractors, regulatory bodies and external partners on compliance matters.
*Support strategic and operational risk management activities and contribute to continuous service improvement initiatives.
Personal Requirements:
*Good general standard of education to A-Level standard or equivalent.
*Relevant professional qualifications including Asbestos Management P405, Water Hygiene/Legionella P901, NEBOSH General Certificate or equivalent relevant experience.
*Strong working knowledge of health and safety legislation, building regulations and property compliance requirements within a social housing environment.
*Demonstrable experience managing property safety compliance services within housing or local government.
*Experience implementing residential fire safety improvements and managing fire risk assessment programmes.
*Proven experience leading and managing teams within a large or complex organisation.
*Experience managing contractors, compliance programmes and remedial works within budget constraints.
*Strong communication and stakeholder management skills with the ability to engage with both technical and non-technical audiences.
*Ability to produce reports, policies and procedures relating to compliance activities.
*Strong organisational, analytical and problem-solving skills.
*Competent user of Microsoft Office applications.
*Desirable qualifications include IOSH/BOHS membership, PRINCE2, CIH Housing qualification or degree qualification within a construction related discipline.
*Local government or social housing sector experience desirable.
Working Hours: 37hrs / Monday - Friday
Pay: £515.00 per day
