Job Description:
Full job descriptionPositive Employment is currently recruiting for a Waste Contract Manager for our client a local government organisation based in Wiltshire.
The successful post holder will lead and manage the delivery of waste treatment, disposal and compliance services across a complex portfolio of high-value waste management contracts. The role will provide senior level technical expertise across waste management operations, environmental compliance and contract management, whilst supporting strategic service transformation and ensuring statutory obligations are met. The post holder will play a key role in maintaining service continuity, contractor performance, regulatory compliance and the delivery of environmental objectives across the organisation.
This role is a temporary contract initially for 3 months with the possibility to extend. This role is remote working, but will require site visits so a driving license is essential.
Duties and Responsibilities but not limited to:
*Lead and manage a team responsible for contract management, compliance and commissioning functions within waste management services.
*Manage performance, workforce planning, recruitment, development, sickness absence and workload allocation across the team.
*Act as lead officer for the day-to-day management of waste treatment, disposal and household recycling centre contracts.
*Monitor contractor performance and compliance, identifying areas for improvement and implementing corrective actions where required.
*Manage high-value service contracts and oversee contract spend, validation and approval processes.
*Ensure statutory and environmental compliance requirements are maintained across all waste management operations.
*Lead on the management of consultants and specialist contracts relating to environmental compliance and closed landfill sites.
*Provide expert technical advice on waste legislation, industry best practice and regulatory compliance.
*Review legislative changes and lead implementation of operational and service delivery changes to ensure compliance.
*Lead service development projects and support transformation initiatives across waste management services.
*Develop and implement policies, procedures and service frameworks to support operational effectiveness and continuous improvement.
*Analyse service data and performance information to identify trends, risks and opportunities for improvement.
*Produce reports, recommendations and technical documentation for senior management and non-technical stakeholders.
*Represent the organisation at contract meetings, partnership forums and stakeholder meetings.
*Liaise with internal departments, contractors, regulators and external stakeholders on operational and compliance matters.
*Manage escalated complaints, enquiries and service issues from residents, elected members and external stakeholders.
*Support budget management activities including monitoring, forecasting and financial reporting.
*Deputise for senior management as required.
Personal Requirements:
*Degree in a relevant discipline or extensive experience in commissioning and contract management.
*Level 4 management qualification or equivalent leadership experience.
*Waste management and waste operational knowledge.
*Experience managing large milti-million-pound contracts.
*Experience of waste collection and treatment within local government.
*Excellent ICT skills including Microsoft Office and specialist systems.
*Strong experience of contract management, commissioning and compliance monitoring within a complex operational environment.
*Experience managing budgets, revenue spend and capital funded programmes.
*Knowledge of waste legislation, environmental compliance, permitting requirements and pollution control.
*Strong understanding of health and safety requirements associated with contracted operational services.
*Excellent analytical skills with the ability to interpret complex performance and operational data.
*Experience producing technical reports and presenting information to both technical and non-technical audiences.
*Strong organisational and prioritisation skills with the ability to manage competing priorities and deadlines.
*Experience leading and developing high-performing teams.
*Ability to work within a politically sensitive environment and make informed operational decisions.
*Driving license.
Working Hours: 37hrs / Monday - Friday
Pay: £300.00 per day
