Full job descriptionInterim Strategic Commissioner – (Prevention and Carers):
Based in Berkshire, hybrid working & Inside IR35
Length: 3 months
We’re seeking an interim Strategic Commissioner to join an Adult Social Care Strategic Commissioning team to lead the development of our Prevention strategy to drive forward prevention-focused services that empower people to live independently, make the best use of resources and improve health & wellbeing outcomes.
Key Responsibilities of the Strategic Commissioner:
Prevention:
· Lead the development of our All Age Carers Strategy
· Collaborating with teams across the Council including Housing and Public Health, with ICB commissioners and key external partners including the VCSE to align prevention priorities (primary/secondary and tertiary) to Prevent, Reduce, Delay, and to co-produce our Prevention Strategy, creating the shift to strong, resilient and thriving community and voluntary sector partnerships and Neighbourhood Working
· Understanding and managing demand, strengthening the role of the voluntary and community sector as a key partner in prevention, recognising their reach, trust and agility in supporting residents
· Measuring and maximising impact, being clear about the difference our prevention and early intervention efforts are making; what’s working, what’s not, and where we can improve
· Smarter use of funding; make best use of external funding streams including BCF, public health grants, disabled facilities grants, to support early help and avoid duplication
Carers:
· Collaborating with a broad range of key internal and external stakeholder to co-produce our All-Age Carers Strategy ensuring:
o Identification of carers: with more organisations recognising unpaid carers, understanding their needs and signposting to support
o Partnership collaboration: working together to better support carers across the system and sharing information across organisations
o Health and wellbeing support: empowering carers to access support and keep themselves healthy
Skills, Experience and Knowledge required of the Strategic Commissioner:
· You will have proven experience working within or alongside the VCSE sector, in a commissioning or partnership role
· You will have extensive strategic commissioning experience working in Adult Social Care and a strong understanding of Adult Social Care’s preventative responsibilities and the VCSE funding landscape
· You will have excellent communication, negotiation and stakeholder engagement skills
· With a collaborative, innovative mindset you will be a systems thinker with the ability to turn policy into practice, translate our vision into reality and deliver impactful solutions
