Full job descriptionPositive Employment is currently recruiting for a Senior Commissioning Manager for our client, a local government organisation based in Gloucester.
The successful post holder will lead the development, implementation and evaluation of commissioning strategies and interventions that improve Adult Social Care services, deliver value for money and support the achievement of organisational priorities. Working across the commissioning cycle, the role will support the Heads of Commissioning in developing and delivering commissioning plans, managing complex programmes and budgets, and working collaboratively with partners to improve outcomes for adults and communities.
This role is a temporary contract with an initial period of 3 months, with the possibility to extend. This role is hybrid working with a minimum of 3 days in the office per week.
Duties and Responsibilities but not limited to:
*Lead the development, implementation and evaluation of commissioning strategies and interventions to improve Adult Social Care services and reduce inequalities.
*Take responsibility for delivering specific commissioning portfolios and statutory commitments, adapting to changing business needs.
*Provide strategic oversight of high-risk, complex and large-scale commissioning programmes and budgets.
*Develop and deliver commissioning work programmes based on local needs, evidence, best practice and agreed organisational priorities.
*Work collaboratively with internal teams, partner organisations, communities and stakeholders to deliver effective commissioning outcomes through a systems leadership approach.
*Build and maintain strong relationships with customers, providers and strategic partners to support service planning and delivery.
*Assess current and future service provision using qualitative and quantitative data, performance information and stakeholder feedback to ensure effective use of resources.
*Provide specialist advice and support on procurement, commissioning, contract development and contract management.
*Lead horizon scanning activities, identifying trends, risks and opportunities to inform future commissioning priorities.
*Develop and deliver communication plans, briefings, presentations and reports for a wide range of audiences.
*Prepare business cases, decision reports, performance reports and committee papers to support strategic decision-making.
*Work closely with elected members and senior stakeholders on both strategic and operational priorities.
*Represent Adult Commissioning at boards, partnerships and strategic meetings, deputising for the Head of Commissioning where required.
*Line manage, coach and support team members, promoting continuous improvement and professional development.
*Act as Budget Holder for designated commissioning budgets, overseeing financial monitoring, forecasting, savings plans and reporting.
*Contribute to the development of commissioning, contract management and quality assurance frameworks, supporting continuous service improvement and effective performance management.
*Lead on finance, performance, risk management and other corporate responsibilities within the commissioning function.
*Ensure equality, diversity and inclusion are embedded within commissioning activity, including undertaking Equality Impact Assessments and engaging meaningfully with communities and stakeholders.
Personal Requirements:
*Experience in commissioning, procurement, contract management or performance management.
*Background in Adult Social Care, health or a related sector.
*Experience building and maintaining productive relationships with partners, providers and stakeholders.
*Experience managing complex budgets, commissioning programmes and large-scale projects.
*Experience leading service change and implementing improvements in response to changing legislation and policy.
*Experience leading consultation and engagement activities with customers and stakeholders.
*Senior management experience delivering positive organisational change.
*Strong planning, analytical, benchmarking and implementation skills.
*Commercial knowledge, including business modelling, procurement, programme management and contract management.
*Excellent negotiation, influencing and stakeholder engagement skills.
*Ability to make sound decisions, solve complex problems and communicate clearly with a wide range of audiences.
*Highly developed written, presentation and report-writing skills, with the ability to simplify complex information.
*Ability to understand and respond appropriately to political and organisational priorities.
*Experience managing challenging conversations and balancing competing priorities.
*Knowledge of service redesign and change management.
*Knowledge and understanding of safeguarding and Mental Capacity Act policies and their application within Adult Social Care commissioning.
Working Hours: Full Time / Monday to Friday.
Pay: £515.52 per day.
