The Role
Reporting to the Head of Compliance & Quality Assurance (HOCQA), the Technical & Compliance Manager provides technical leadership, governance and assurance across all electrical, fire, maintenance and compliance contracts.
Acting as the company’s senior technical authority, the role ensures works are delivered in accordance with legislation, British Standards, accreditation requirements, client specifications and company procedures. The post-holder supports operational teams, maintains technical competency, leads quality assurance activities and supports NICEIC, BAFE and other industry accreditations.
Responsibilities & Duties
Technical Leadership & Governance
*Act as the company’s senior operational technical authority.
*Provide technical guidance to Contract Managers, Qualified Supervisors, Site Supervisors, Engineers and Administrators.
*Ensure technical standards, company procedures and client requirements are consistently applied.
*Review technical policies, procedures, inspection methodologies and compliance processes.
*Act as the escalation point for complex technical issues and engineering decisions.
*Support mobilisation of new contracts by reviewing technical and compliance requirements.
Quality Assurance & Technical Compliance
*Develop and maintain technical assurance processes.
*Conduct technical audits, site inspections and quality reviews.
*Review testing, inspection and certification processes.
*Investigate technical non-conformances, defects and incidents, implementing corrective actions.
*Monitor technical performance and drive continuous improvement.
*Ensure compliance with statutory requirements, including Electrical Safety Standards, Building Safety and Awaab’s Law.
Accreditation & Audit Management
*Support NICEIC, BAFE and other industry accreditations.
*Lead preparation for external assessments and surveillance audits.
*Conduct internal audits and implement corrective actions.
*Support client audits and compliance inspections.
Competency, Training & Development
*Develop competency frameworks and identify skills gaps.
*Deliver technical training, toolbox talks and competency assessments.
*Ensure staff maintain qualifications, accreditations and CPD.
*Support apprenticeships, succession planning and engineer development.
Certification & Technical Documentation
*Oversee certification standards across all contracts.
*Review inspection reports, test results and certification.
*Support Qualified Supervisors with technical sign-off.
*Ensure technical records and compliance documentation meet company and accreditation requirements.
Contractor & Supply Chain Oversight
*Provide technical oversight of specialist subcontractors.
*Review subcontractor competency and technical performance.
*Audit subcontractor works and support Contract Managers with corrective actions.
Health, Safety & Business Improvement
*Review RAMS and safe systems of work.
*Support investigations into technical incidents.
*Promote technical excellence and continuous improvement.
*Produce technical reports, attend client and accreditation meetings, contribute to mobilisation and business improvement initiatives.
*Undertake any other duties reasonably requested by the HOCQA, COO or Directors.
Qualifications & Experience
Essential
*NVQ Level 3 Electrotechnical Qualification (or equivalent) and AM2.
*C&G 2391 Inspection & Testing (or equivalent).
*C&G 2382 BS7671.
*Experience as a Qualified Supervisor, Technical Manager or similar within an NICEIC, NAPIT or BAFE environment.
*Strong knowledge of BS7671, electrical compliance, auditing and certification.
*Experience leading technical audits and competency assessments.
*Strong Microsoft 365 and compliance software skills.
Desirable
*FIA qualifications.
*SMSTS, IOSH or NEBOSH.
*Knowledge of BS5266, BS5839, BS7273 and BS EN62305.
*Experience within social housing or public sector.

*Successful NICEIC, BAFE and client audits.
*High certification quality and audit standards.
*Delivery of competency, training and quality assurance programmes.
*Timely closure of audit actions and technical improvements.
