Full job descriptionReed Technology is proud to be partnering with the NHS Business Services Authority (NHSBSA) to appoint a Director of Portfolio Management, a high-profile senior leadership role driving transformation at national scale
We are seeking an exceptional strategic leader to join as Director of Portfolio Management, a critical member of the senior leadership community with responsibility for leading enterprise-wide portfolio management and contributing to the overall direction, performance and transformation of the NHSBSA.
Reporting to the Chief Portfolio Officer, you will lead and continuously evolve the portfolio management capability, providing strategic oversight of a complex portfolio of change and transformation programmes that support millions of citizens, NHS colleagues and healthcare services nationwide.
As a Director, you will champion the successful delivery of our organisational priorities through effective governance, investment decision-making, prioritisation and assurance. Beyond your functional remit, you will play an integral role in corporate leadership, working collaboratively with fellow Directors to shape strategy, challenge thinking, manage organisational risk and ensure collective decisions deliver the greatest value for the NHS and taxpayers.

What You’ll Be Doing
As a Director and member of the NHSBSA Leadership Team, you will:
*Provide strategic leadership for the enterprise portfolio management directorate , ensuring effective planning, prioritisation, governance, assurance and reporting across a complex organisational portfolio.
*Define and deliver a compelling vision for the Portfolio Management Directorate, aligning teams and stakeholders around shared strategic objectives.
*Lead the ongoing development and maturity of our portfolio management,, embedding best practice and continuous improvement.
*Ensure the organisation’s enterprise change portfolio remains balanced, strategically aligned and responsive to emerging priorities, risks and opportunities.
*Oversee portfolio reporting, performance insight and decision-making frameworks, maximising automation and appropriate use of AI to support effective delivery and maximise efficiencies.
*Drive value for money, benefits management and compliance with the Government Functional Standard for Project Delivery, government guidance for public sector investment and best practice assurance requirements.
*Sponsor strategic workforce planning initiatives within the Directorate and develop high-performing teams that champion professionalism, delivery excellence and innovation aligned to our Directorate purpose.
*Influence senior stakeholders across NHSBSA, government departments and external partners, building productive relationships that support organisational objectives.
*Provide peer leadership across major transformation activity, enabling sustainable change, operational improvement and organisational resilience.
About You
We’re looking for a highly experienced and inspirational leader who can combine strategic thinking with operational excellence in a complex delivery environment.
You’ll bring:
*Significant experience leading enterprise-wide portfolio management functions and large scale transformation portfolios.
*Extensive knowledge of portfolio management best practice, government assurance frameworks and major programme governance.
*Experience working within complex public and/or private sector environments where strategic change delivery is critical to organisational success.
*A strong track record of developing high-performing teams, empowering colleagues and fostering a culture of continuous improvement.
*Outstanding stakeholder management and influencing skills, with the ability to engage confidently at Board and Executive level.
*Strong commercial, financial and governance awareness, including management of significant budgets and investment portfolios.
*The ability to make sound decisions in complex, ambiguous and highly scrutinised environments.
*Excellent communication skills, capable of translating complex portfolio data into compelling insights that drive action and informed decision-making.

Working Arrangement
This role can be based from any NHSBSA office location, with regular travel to Newcastle upon Tyne required to support leadership collaboration, stakeholder engagement and organisational priorities.
