The Selective Licensing Team plays a vital role in supporting landlords and managing agents to meet their legal obligations, while improving housing standards for residents. With the borough’s Selective Licensing scheme launching in January 2026, this is an exciting opportunity to contribute to a project that will have a direct impact on the local community.
The Role Technical Licensing Officer


Technical Licensing Officer As Technical Licensing Officer, you will support the implementation and day-to-day management of the Selective Licensing scheme. You will be responsible for assessing and processing licence applications, managing caseloads, and ensuring compliance with housing legislation. This role requires strong communication skills, attention to detail, and the ability to work effectively with landlords, tenants, and partner agencies.
Key Responsibilities Technical Licensing Officer
• Apply housing and licensing legislation to assess, process, and determine licence applications in line with the Housing Act 2004
• Use digital systems and data tools to manage cases, maintain accurate records, and produce performance reports
• Manage an active caseload, ensuring tasks are completed within statutory and service deadlines
• Communicate effectively with landlords, tenants, and partner agencies to resolve issues and promote compliance
• Support the improvement of housing standards through advice, inspection, and enforcement activity where required
Candidate Requirements
• Experience in housing, environmental health, property licensing, or a related regulatory background
• Confidence in working with legislation, data systems, and digital tools
• Skilled in managing caseloads and meeting deadlines
• Strong communication and interpersonal skills to work effectively with stakeholders
• Commitment to improving housing standards and supporting residents across Thurrock
