Why This Role Matters

This role sits within the Debt Advice Development function, reporting to the Senior Debt Advice Innovation Manager. The role will support the development and delivery of commissioning-ready service models by shaping external partnerships, market insight, and sector understanding across the debt advice system.

The role contributes to the development pipeline by identifying and securing new funding opportunities. This includes establishing and coordinating new co-funding arrangements to deepen the impact of MaPS funded services. The role holder will translate sector engagement, delivery insight, and emerging needs into evidence that informs service development, innovation activity, and commissioning priorities.

The role plays a key enabling function in supporting MaPS’s major commissioning programmes for both community based and national services, by ensuring that services are grounded in real-world delivery, market capacity, partner capability. Supporting the transition of service insights and delivery models from pilots and development activity into scalable and sustainable service provision.


Key responsibilities:
1. Supporting Commissioning and Development *Support the development of commissioning-ready service models by providing sector insight, market intelligence, and evidence on delivery feasibility, demand, and partner capability.
*Work alongside the Senior Debt Advice Innovation Manager and Commissioning colleagues to support MaPS major commissioning activity, including community based and nationally accessible services. Informing funding approaches, service specifications, and commissioning priorities.
*Contribute to the design and refinement of services by ensuring proposals reflect real-world delivery, sector capability, and system constraints alongside insights from the wider development team.
*Support the development of commissioning pipelines by identifying emerging needs, service gaps, and opportunities for improvement across the debt advice system.

2. Identifying and Developing funding opportunities *Develop and maintain strong relationships with potential funders to be able to develop co-funding opportunities.
*Co-ordinate new funding opportunities to provide for pilot activities, increase development funding or new partnerships across sectors.
*Work with other government departments on funding opportunities including pilots and funding for new developments.
