A County Council client of ours is seeking an experienced Head of P2P and Income to lead a large, high-volume transactional finance service covering supplier payments, Adult Social Care payments, income collection, financial assessments and debt recovery.
This is a senior leadership role with responsibility for a team of around 110 staff and a budget of approximately £4m. The service manages significant financial activity, including payments to the council’s suppliers, Adult Social Care providers and service users, sundry debt collection, ASC contributions and financial assessments for around 11,000 service users.
The successful candidate will lead service improvement, strengthen operational performance and work closely with Adult Social Care senior leaders to improve processes, reporting, compliance and outcomes across payments, income and assessments.
Key responsibilities will include:
*Leading and managing a large P2P, income and financial assessment service.
*Overseeing supplier payments, ASC payments, debt recovery and income collection.
*Improving financial assessment processes and ensuring timely, accurate decisions.
*Working closely with ASC Heads of Service and Directors to improve collaboration and service delivery.
*Driving performance improvements across payments, income, assessments and recovery.
*Reviewing end-to-end systems and processes, including Mosaic-related workflows.
*Supporting policy, governance and Member reporting around ASC debt and charging.
*Leading transformation, redesign and efficiency activity across the service.
*Managing supplier relationships, banking arrangements and cash management improvements.
The ideal candidate will bring:
*Strong leadership experience within local government finance, income, debt, payments or P2P.
*Experience managing large operational finance teams.
*Good knowledge of Adult Social Care finance, charging, financial assessments or provider payments.
*A track record of delivering service redesign, process improvement and efficiency savings.
*Strong stakeholder management skills, particularly with senior operational and finance leaders.
*Confidence working in a complex, high-volume, politically sensitive local authority environment.
This role would suit a senior local government finance leader with strong transactional finance, income, P2P and Adult Social Care finance experience, who can provide grip, improve performance and lead change across a large operational service.
