Hays are partnered with a reputable public-sector organisation in the heart of Liverpool to help recruit an experienced procurement specialist to join their growing team for an initial period of 6 months, with the potential for a permanent role thereafter.
Your new roleYou will lead procurement activity across the full procurement life-cycle, from identifying requirements and engaging the market through to sourcing strategy development, tender management, evaluation, contract award and contract implementation. Key responsibilities will include:
*Leading complex procurement projects from inception through to contract award on a broad variety of category areas.
*Developing sourcing strategies and procurement documentation.
*Managing tender processes and evaluation activities.
*Providing commercial advice and procurement support to stakeholders.
*Building effective relationships with suppliers and internal customers.
*Undertaking market analysis, benchmarking and risk assessments.
*Supporting contract management and supplier performance activities.
*Producing reports and management information to support procurement planning and performance.
*Driving continuous improvement across procurement processes and procedures.
Please note this role requires 1-2 days per week in the office in Liverpool.
What you’ll need to succeed
*Experience delivering end-to-end procurement exercises in the public sector.
*Strong knowledge of public sector procurement legislation and best practice (PA23 / PCR2015).
*Experience managing tender evaluations and contract awards.
*A good understanding of category management and contract management principles.
*Experience using e-procurement systems.
*Excellent stakeholder engagement and relationship management skills.
*Strong commercial awareness and negotiation skills.
*The ability to manage multiple projects and competing deadlines.
