Job overviewThe Finance Manager - Capital and Reporting is a senior professional accountant role within the Financial Accounting function responsible for the Trust’s capital accounting, fixed asset accounting, lease accounting and associated financial reporting requirements. The post holder acts as the Trust’s lead specialist for capital and lease accounting, ensuring compliance with IFRS, the NHS Group Accounting Manual (GAM), the Government Financial Reporting Manual (FReM) and all NHS England reporting requirements.

Detailed job description and main responsibilitiesCapital Accounting
Lead all aspects of capital accounting activity across the Trust.
Ensure capital expenditure is accounted for accurately and in accordance with IFRS, GAM, FReM and Trust policies.
Provide specialist advice on the accounting treatment of capital projects and transactions.
Lead the financial review of business cases for capital investment and major schemes.
Support development of capital programmes and the finance lead for them, through provision of financial analysis and modelling.
Prepare and monitor capital expenditure forecasts.
Produce capital monitoring reports for senior management, Board and Committees, as well as for NHSE.
Interpret changes in accounting guidance, communicate the impact and ensure implementation of revised requirements across the Trust.
Evaluate complex capital investment proposals and provide recommendations to senior management.
Work collaboratively with Estates and Digital teams on major capital projects and procurements.
Provide financial scrutiny and challenge during tender evaluations and business case development.
Lease Accounting
Maintain the Trust’s lease register, ensuring that lease accounting complies fully with IFRS and NHS requirements.
Review existing and proposed lease arrangements and advise on accounting implications.
Ensure lease liabilities and right-of-use assets are accurately accounted for and disclosed.
Prepare supporting working papers and disclosures for financial statements.
Fixed Asset Management
Maintain and develop the Trust fixed asset register, ensuring completeness, accuracy and integrity of asset records.
Perform monthly reconciliations between the general ledger and fixed asset records and promptly investigate and resolve any discrepancies.
Record additions, transfers, disposals, impairments, revaluations and useful economic life reviews.
Work closely with professional valuers and coordinate the Trust’s valuation programme.
Review and verify valuation outputs and ensure correct accounting treatment
Financial Reporting
Lead production of capital and balance sheet reporting information.
Prepare and review balance sheet reconciliations.
Produce monthly, quarterly and annual reports relating to capital expenditure, assets and liabilities.
Support production of statutory returns and NHSE submissions.
Support preparation of cash-flow forecasts and capital financing information.
Develop reporting tools that improve financial insight and governance.
Design and maintain complex spreadsheets and reporting models.
Annual Accounts and External Reporting
Lead on preparation of annual accounts disclosures relating to capital, leases and fixed assets.
Complete comprehensive and understandable supporting working papers to external audit standards.
Respond to complex audit queries and requests.
Act as lead contact for external auditors in relation to capital and lease accounting matters.
Interpret national accounting guidance and recommend appropriate accounting treatments.
Service Improvement and Policy Development
Lead development and implementation of financial procedures relating to capital accounting and financial reporting.
Develop policies which improve financial governance and compliance.
Review systems and processes and implement improvements.
Lead projects aimed at improving data quality, reporting and efficiency.
Promote innovation and continuous improvement throughout the function.
Customer Service and Support
Act as specialist advisor to managers and stakeholders.
Provide expert guidance on capital, lease and asset accounting issues.
Resolve complex financial enquiries.
Maintain effective relationships across the Trust and with external organisations.
