Full job descriptionBid Writer
Preston
The Opportunity:
A well-established, privately owned UK organisation operating
across construction, facilities management and infrastructure is
seeking an experienced Bid Writer to join its growing bid
function.
The successful candidate will play a key role in securing major
public-sector and framework opportunities, turning complex
technical and commercial information into compelling, compliant
submissions. The role offers the opportunity to work on projects
with tangible community impact across sectors including
education, housing, highways and public facilities.
Performance Objectives:
* Achieve a tender win rate of 70%+ by value within 12 months,
producing high-quality, fully compliant PQQ, ITT and framework
responses.
* Lead end-to-end bid production for 8–12 major opportunities
annually, coordinating technical, commercial and operational
contributors.
* Improve average bid quality scores by 15% year-on-year through
strong win themes, relevant case studies and client-focused
narratives.
* Develop and maintain a reusable library of 50+ high-quality
method statements, CVs and social-value evidence, reducing future
bid production time by approximately 20%.
* Identify and qualify two suitable public-sector or framework
opportunities per quarter, aligned with organisational strategy
and representing significant pipeline potential.
* Coach operational contributors to ensure 90% deliver
first-draft content on time and to the required standard.
Team & Working Environment:
* Report directly to the Bid Manager and join an experienced bid
team.
* Access to CRM systems, tender portals, graphic design support
and senior-level bid review.
* Primarily North West-based activity, with travel as required.
* Hybrid working is standard.
* Supportive environment with a strong focus on bid quality
rather than high-volume production.
Essential Experience & Qualifications:
* Proven track record of writing successful construction or FM
tenders for public-sector clients, such as local authorities,
healthcare, education or highways organisations.
* Ability to translate complex technical and commercial
information into clear, persuasive and fully compliant bid
narratives.
* Strong understanding of UK public procurement, including PAS
91, the Construction Playbook and social-value requirements.
* Experience coordinating contributions from multiple disciplines
and facilitating structured bid reviews.
* Excellent written English, strong attention to detail and a
consistent ability to meet demanding submission deadlines.
Why Consider the Role:
* Opportunity to influence the growth of an established,
privately owned organisation with a strong regional presence.
* Work on projects that have a visible and lasting impact on
local communities.
* Collaborative, non-corporate culture where quality and
expertise are valued.
* Genuine opportunity for progression into a Bid Manager position
as the team and pipeline continue to grow.
* A role where the bids you develop translate directly into
projects that are delivered on the ground.
Ideal Candidate:
This opportunity would suit an experienced Bid Writer / Bid
Executive / Senior Bid Writer with a background in construction,
facilities management or infrastructure, particularly someone
accustomed to public-sector procurement and complex PQQ, ITT and
framework submissions.
