Full job descriptionPhysical Security Controller – Water Utility Sector
Reed, on behalf of United Utilities are recruiting for a permanent Security Manager,who has knowledge of the Utilities or a similar sector.
Key Responsibilities
*Risk Assessments — Lead threat, vulnerability, and risk assessments across treatment works, pumping stations, reservoirs, laboratories, and administrative sites.
*Incident Response — Lead responses to security breaches, vandalism, trespass, insider threats, and critical infrastructure interference.
*Regulatory Compliance — Ensure compliance with UK water sector security standards (e.g., Defra/DWI regulations, NPSA guidance)
*Security Guarding oversight — Manage relationships with property teams, guarding services, Close Protection Officers, AMC
*Emergency Preparedness — Coordinate with emergency services, resilience teams, and local authorities on contingency planning.
*Training & Awareness — Deliver staff training on security protocols, suspicious activity reporting, and site-specific procedures.
*Audit & Reporting — Produce regular reports on security performance, incidents, and improvement plans for senior leadership.
*Security Authority Engagement – Manages relationship and engagement with local police forces, Counter Terrorism, National Fraud
Required Skills & Competencies
*Critical Infrastructure Security knowledge
*Strong understanding of water sector operations and distributed asset risks preferable
*Expertise in CCTV, access control, intrusion detection, and perimeter protection
*Ability to interpret and apply UK regulatory frameworks
*Excellent incident management, communication, and decision-making skills
Qualifications & Experience
*Experience in physical security management within utilities, critical infrastructure, or industrial environments
*Knowledge of UK water sector resilience standards
*Experience with large-scale security deployments
*Background in law enforcement, military, or corporate security (optional but beneficial)
*Reports to: Chief Security Officer
