Lead Officer Housing for Older People
Key relationships/Functional links with:
Tenants of Housing for Older People (independent living for 55+), colleagues in Landlord Services and in other teams mainly Adult Social Care, Asset Management and Community Housing, stakeholders mainly Councillors, members of the public, external bodies such as NHS and organisations supporting tenants.
The client group for this role are not residents of either Adult Social Care or Sheltered Housing, they live independently in accommodation provided by Royal Borough of Kingston (RBK) who is their landlord.
Main Purpose of Job: Housing Officer
Delivering an integrated housing service at our schemes to work closely with other teams, councillors and & residents groups to achieve and maintain sustainable tenancies in sustainable communities, and ensure the safety and security of older and vulnerable residents.
Providing a proactive and customer focused housing management service and ensuring that the Council fulfils its legal and contractual obligations to tenants and leaseholders in line with housing consumer standards.
*Maintaining the wellbeing and safety of residents in their homes and shared spaces.
Acting as a regular and visible presence to customers, taking action to make sure that homes and communal areas are safe and well maintained and providing advice, information and reports on any housing management matter.
Championing resident and community engagement and involvement at all times.
Main Responsibilities / Accountabilities / KRA:
The jobholder will be expected to complete the responsibilities / accountabilities effectively in order to deliver the key objectives of the organisation
*Deliver a high quality customer-focused tenancy management service in line with current legislation and RBK policy.
*Turn voids and lettings around within timescales and in line with policy and procedures.
*Ensure tenant safety and within their homes and communal spaces in line with statutory requirements under compliance.
*Put in place solutions to enable more vulnerable customers to sustain their tenancies.
*Ensure quality of property and estate inspections with follow- up actions carried out to a deadline.
*Monitor estate services contracts robustly and effectively.
*Encourage and develop tenant engagement in service delivery.
Job Activities: Housing Officer
Take proportionate tenancy enforcement action as and when required.
Inspect properties at pre-void status and work closely with colleagues and contractors to turn properties around as quickly as possible to avoid loss of income.
Conduct informative tenancy sign-ups .
Work collaboratively with colleagues and agencies to help vulnerable tenants remain in their homes.
To compile and report statistical information on Key Performance Indicators (KPI’s).
To undertake such other duties and responsibilities as may be allocated from time to time.


To actively contribute towards the continual improvement of the service and make effective use of case management systems.


General information: Housing Officer
The post holder will be required to comply with organisation’s policies and procedures.
The organisation has a no smoking policy. Staff are not permitted to smoke on any of the organisation’s premises nor in any vehicle used on organisation business.
