Location: West London
Rate: £450 per day Umbrella
Contract: 3 months ongoing
Working Pattern: Monday to Friday, 9am–5pm
Hybrid Working: 2–3 days remote per week
Start: ASAP
We are currently recruiting for a Principal Transport Planner (Active Travel) to join the Council’s Climate and Transport team.
This is a senior delivery and leadership role with responsibility for the borough’s active travel function, covering cycling, walking, micromobility and behaviour-change programmes. You will lead major active travel schemes and programmes that support mode shift, improve public health and contribute to the Council’s climate and ecological commitments.
Key Responsibilities*Lead the development and delivery of the borough’s active travel strategy, policy and programme.
*Lead major cycling and walking schemes, including cycle lanes, junction improvements, Low Traffic Neighbourhoods and town-centre/corridor schemes.
*Oversee cycling infrastructure, cycle parking, cycle hubs and associated public realm improvements.
*Lead behaviour-change and smarter travel programmes to encourage sustainable travel and measurable mode shift.
*Manage the Council’s approach to dockless and shared micromobility, including e-bike provision, operators, procurement and performance management.
*Commission and manage consultants and contractors, ensuring projects are delivered on time, within budget and to a high standard.
*Secure and manage external funding, including grants and developer contributions such as S106/CIL.
*Provide authoritative technical advice to Members, senior officers and external stakeholders.
*Represent H&F in London-wide and sub-regional transport partnerships, including working with TfL and other transport operators.
*Lead and manage a high-performing team, including the Active Travel Lead and Active Travel Officers.
*Manage budgets, contracts and resources, ensuring value for money and strong performance.
*Use data and insight to monitor sustainable travel, accessibility and programme outcomes.
*Integrate active travel priorities into planning and development processes.
*Champion innovation, best practice and continuous improvement across the service.
About YouYou will have:
*Significant experience at Principal or management level within transport, highways or transport planning.
*Strong knowledge of active travel, cycling, walking, smarter travel and travel demand management.
*Proven experience delivering major transport or active travel schemes and programmes.
*Experience managing consultants, contractors and multidisciplinary teams.
*A strong track record of securing funding and managing commercial negotiations, including S106/CIL.
*Experience working with local authorities, TfL and other transport stakeholders.
*Excellent communication skills, with the ability to advise Members and senior officers and present complex information clearly.
*Strong financial, contract and programme management experience.
*Experience leading teams and managing professional development and performance.
