Scotland Excel is the Centre of Procurement Expertise for local government in Scotland. We are a leading public sector shared service, operating as a non-profit organisation funded by Scotland’s 32 local authorities. Our collaborative contract portfolio supports a wide range of essential public services, including digital, social care, construction, transport, environment, corporate and education services.
Our work is about much more than procurement. Through collaboration, commercial expertise and innovation, we help our members achieve best value and support wider national and local priorities.
Scotland Excel is looking for an experienced and commercially minded Senior Procurement Specialist to join our Digital and Technology team. This is an exciting opportunity to work on complex, high-profile digital and technology projects, developing collaborative contracts and commercial solutions that respond to the changing needs of Scotland’s councils and wider public sector.
As a Senior Procurement Specialist, you will lead the commercial and procurement delivery of complex digital and technology projects, translating agreed priorities and stakeholder requirements into compliant, commercially robust and future-ready contracts. You will work with councils, suppliers and other sector partners, you will provide procurement and commercial expertise throughout the sourcing lifecycle. This will include procurement strategy, market engagement, specification development, tendering, evaluation, negotiation, contract award and mobilisation.
You will work closely with stakeholders to understand their requirements and ensure that the contracts we develop can accommodate future demand, growth and technological change. You will also support effective transition into contract management, helping to ensure that contractual deliverables, performance measures, risks and dependencies are clearly understood.
The role will also provide specialist commercial support in relation to significant supplier issues, variations, renewals and opportunities for continuous improvement. You will also help develop contractual and pricing solutions which address commercial, financial, technical, delivery and regulatory risks.
We are looking for someone with a strong track record of delivering procurement projects within a complex environment, who can bring together sound procurement practice, commercial thinking and effective stakeholder management. We are particularly interested in candidates who are curious about developments in digital technology, cloud services, software licensing, automation and artificial intelligence, and who can apply strong commercial and procurement thinking to emerging opportunities and risks.
You will be confident using Microsoft Office and procurement-related systems, comfortable applying e-technologies and able to interpret financial and commercial information effectively.
If you are an experienced procurement professional with a proven record of delivery and are excited by the opportunity to work on complex digital procurement projects and contribute to meaningful change across Scotland’s public services, we would love to hear from you.
When joining Scotland Excel, you will have access to a fantastic range of benefits including a hybrid and flexible approach to work which can include a nine-day fortnight, a defined benefits pension scheme, generous holiday allowance and opportunities for professional development.
To apply, please send a tailored CV and a covering letter (max. 2 pages), outlining your relevant experience and motivation for applying by Sunday 15 November.
