Are you an experienced Quantity Surveyor looking for an opportunity to apply your commercial and analytical skills to a major, long-term asset management programme?
We are working with a well-established organisation to recruit a Quantity Surveyor - Asset Management to join its team based in Tidworth. This is an interesting and varied role combining lifecycle cost forecasting, commercial analysis, financial planning and asset management, working closely with senior stakeholders to support the effective management of a large and complex estate.
You will play a key role in reviewing lifecycle expenditure, managing cost forecasts, assessing proposed works and ensuring that financial assumptions are supported by accurate data, industry benchmarking and relevant legislation.
The Role
Your responsibilities will include:
*Preparing, managing and maintaining Qualifying Change in Law (QCiL) claims, ensuring submissions are kept up to date and relevant legislative changes are identified.
*Supporting the development and refinement of long-term lifecycle cost forecasts, including analysing expenditure, identifying cost drivers and maintaining the lifecycle risk register.
*Reviewing asset maintenance and replacement strategies to ensure contractual obligations and future asset condition requirements are met.
*Analysing tender returns, contractor estimates and proposed lifecycle works, comparing costs against forecast allowances and industry benchmarks.
*Working closely with commercial, operational and asset management teams to review costs, challenge assumptions constructively and identify opportunities to improve value.
*Researching industry benchmarking data to validate lifecycle cost forecasts and support informed financial decisions.
*Supporting the appointment and management of external consultants where specialist advice is required.
*Assisting with financial reporting, presenting forecast adjustments to senior stakeholders and providing supporting information for annual financial audits.
*Supporting the evaluation of annual inflation assumptions and maintaining accurate financial forecasting models.
About You
We are looking for a commercially minded and analytical Quantity Surveyor who can combine detailed cost analysis with a broader understanding of long-term asset management and financial planning.
You will ideally have:
*A degree in a relevant technical discipline, such as Quantity Surveying, Engineering or a related subject.
*MRICS Chartered Surveyor status.
*Experience managing multiple project budgets at programme level, ideally from a client-side perspective.
*Previous experience working as a Project Quantity Surveyor for a contractor, including compiling cost schedules and Bills of Quantities.
*A good understanding of RICS New Rules of Measurement (NRM) and their application to cost planning and forecasting.
*Experience with different procurement methods, including traditional competitive tendering, two-stage tendering, Design and Build, and framework agreements.
*Strong analytical skills, with the ability to interpret complex financial information and present key findings clearly to senior stakeholders.
*Excellent communication and relationship-building skills, with the confidence to challenge costs and assumptions professionally.
*A proactive, organised approach and the ability to work independently while collaborating effectively across different teams.
Experience of PFI contracts, public sector clients or working on the Ministry of Defence estate would be advantageous.
A full UK driving licence is essential, along with the ability to obtain Security Check (SC) clearance within three months.
Working Arrangements
The role is full-time and based in Tidworth, with working hours typically around 08:00-17:30. There is flexibility around start and finish times to support a suitable working arrangement.
Travel to other sites will be required as part of the role. Some home working may also be available, usually following successful completion of the six-month probationary period.
The Opportunity
This is an excellent opportunity to join an established organisation in a commercially important role, contributing to the financial management and long-term planning of a substantial asset portfolio.
You will work closely with senior operational and asset management colleagues, helping shape lifecycle expenditure forecasts, improve cost accuracy and support effective decision-making across a long-term programme.
The package includes:
*Salary of £60,000-£70,000, depending on experience.
*£6,500 annual car allowance.
*Company benefits package.
*Training and development support.
*Flexible start and finish times, with potential for home working following probation.
